OCA Seeks To Fill Operations Research Analyst Position

Position Purpose

The Office of Cultural Affairs seeks an Operations Research Analyst to join the department’s Business Operations team.  With an emphasis on planning and operational efficiency, the Analyst is expected to support the Business Operations team in defining goals and requirements to resolve business-related problems and meet organizational strategic goals.  The incumbent will coordinate and support many activities that are directly under the purview of the Business Operations Manager and the Director of Cultural Affairs.  The Analyst will serve as an internal agent within OCA to support and/or lead a variety of initiatives aimed at operational excellence. Responsibilities will include planning and recommending implementation of new work processes and procedures, assisting with contract administration, resolving audit findings, and devising ways to apply existing resources across the organization. The candidate will work closely with OCA managers from all divisions, as well as staff from other City departments on a daily basis.  Intermediate accounting knowledge is also required for assistance with routine financial transactions, as well as analysis of accounts payable and accounts receivable functions.

Essential Functions

  • Oversight of department performance measures and quality management system (work instructions, procedures, and forms)
  • Internal and external research of best practices related to arts management in a municipal government setting, and related implementation strategies

  • Assisting with the department’s monthly Financial Target Analysis, and other budget monitoring activities
  • Managing contract compliance indicators for OCA’s partner-managed cultural venues
  • Assisting with accounts receivable and accounts payable functions
  • Assisting the executive team with other projects as needed

Minimum Qualifications

  • A master’s degree from an accredited college with a major in business administration, public administration, urban planning, economics, urban affairs, finance, or political science, or substantially similar field; or
  • A bachelor’s degree from an accredited college and three years of full time satisfactory experience in one or more of the following:
    • Government business operations, including budgeting and financial administration; or
    • Business operations, business analytics, organizational methods analysis, statistical analysis, and/or productivity work measurement studies
  • An associate degree or 60 semester credits from an accredited college and five years of full time satisfactory experience as described in 2 above; or
  • A satisfactory combination of education and experience which is equivalent to 1, 2, or 3 above.
However, all candidates must have least 60 semester credits from an accredited college.

Knowledge, Skills & Abilities

  • Outstanding written and oral communications, and presentation skills
  • Strong quantitative analysis skills and attention to detail
  • Proficiency in MS Excel (statistics, pivot tables, functions)
  • Experience in creating presentations of analytical findings and calculations in MS Power Point
  • Well-developed ability to distil complex information into its essential components and concepts
  • Experience with identifying, analyzing and interpreting data trends, and preparing reports
  • Experience in performing budget or financial analysis
  • Intermediate accounting experience
  • Capable of working in a fast paced environment, managing multiple projects simultaneously, and prioritizing assignments
  • Excellent project management skills including planning, implementation and follow-through
  • Interest in public policy issues, and arts and culture
